BOARD ACTION

• Unanimous approval of Resolution 2023-04, approving the Overlook Estates plat in the Military Recreation Facility Project Area, with five conditions.

• Unanimous approval of Resolution 2023-05, approving the McHenry Estates plat in the Military Recreation Facility Project Area, with five conditions.
  • MIDA planner Rob Donigan explained there is no change in density with these plats. The Design Review Committee reviewed the final subdivision plats and made unanimous recommendations of approval to the Board. One condition of approval on each plat includes that each single-family lot on the plat is limited to a maximum of 0.10 acres of irrigated area and to be enforced by the Jordanelle Special Service District.

PRESENTATIONS

• MIDA Deputy Director Ariana Farber and Executive Director Paul Morris updated the Board on the Three Gate Trail project progress. MIDA has been researching this project for several years and was named to receive a federal earmark. The 6.2-mile corridor has the potential to link all three western gates of Hill Air Force Base to local and regional trail systems extending to Ogden. Farber said it will be a fantastic community amenity for all living in the area, and Board Member Froerer highlighted that it could be a great economic driver. The corridor could be an alternative transportation solution for thousands of workers and also has the capability to serve as both a pedestrian/bike trail and people mover. Union Pacific Railroad is under a purchase agreement with UDOT, and it is an expected nine-12-month process to officially decommission the line.

• EX Utah Development LLC’s Kurt Krieg showed exciting imagery of the construction progress of the Military Welfare and Recreation conference hotel within the Military Recreation Facility Project Area, despite the historic winter snowfall. Civil improvements for Galena 1, 2 and 3 plats are complete with a small portion of punch items to be addressed this spring, and REEF with Summit Sotheby’s International Realty has contracted 46 estate lots, closing 42 to date. Infrastructure improvements are under way at the Velvaere community. Krieg also gave an update on the Pioche Village Apartments construction; occupancy status/timeline of the buildings; and Cooper Wynn Property Management has been contracted and has started to market long-term leasing. Buildings A and D will be available for rent in mid-April. Construction will continue on site related to buildings B and C with the expectation that those units will come online for the development in early Fall. 

• SRDP’s Taylor Woodbury, in a Falcon Hill Project Area update, said UDOT is trying to get their 60 percent design submitted for the 1800 North interchange. He is engaging with UDOT before final design.
