This is an unofficial summary of the Board Meeting produced by MIDA Communications staff. Minutes will be posted to the MIDA Website once they are approved.

BOARD ACTION

  • Unanimous approval of Resolution 2022-16, Project Area Plan Part 6 for the MRF Project Area.
    • Background: This Part 6 Project Area Plan updates and amends the Part 5 Project Area Plan (which updated and amended the Part 1, Part 2, Part 3, and Part 4 Project Area Plans); adds properties that fall within the boundaries of the Wasatch County consent area.
  • Unanimous approval of Resolution 2022-17, amending MWR Hotel Condo Lease Agreement between MIDA and BLX MWR Hotel, LLC in the MRF Project Area, with a condition to return to the military to verify their acceptance of terms.
    • Background: Outlining military room rates and occupancy periods.
  • Unanimous approval of Resolution 2022-18, the Amended Site Plan for a Jack in the Box in the SDL #4 West Gate Retail Development in the Falcon Hill Project Area.
    • Background: Amendment to the original site plan approved several years ago. Considered an additional food option/amenity. Based on the Falcon Hill DRC unanimous recommendation of approval.
  • Unanimous approval of Resolution 2022-19, appointing Dallin Koecher as a Member of the MRF Development Review Committee for the West Side of the Military Recreation Facility Project Area.
    • Background: Replacement for Ryan Starks, who was recently added to the MIDA Board. Dallin Koecher is Executive Director of Executive Director of Heber Valley Tourism & Economic Development, and Heber Valley Chamber of Commerce.

PRESENTATIONS

EX Utah Development Update of Mayflower Mountain Resort (includes but not limited to)

  • Great early season snow but does affect construction ability.
  • $10M skier tunnel in place for day-skier transport.
  • MWR Conference Hotel solid progress. Acknowledgement of labor shortages but remain on track.
  • Four-hour site visit from Hill Air Force Base officials provided valuable input on the MWR hotel and operations.
  • Roads completed for Marcella project. Utilities are in are in first 68 lots.
  • Pioche sold to third-party developer, and branding as Velvaere.
  • Working on additional options with MIDA for workforce housing above and beyond requirements.

Falcon Hill Project Area Update

SRDP’s Taylor Woodbury said all construction activity at the RIC complete. Construction on the museum and the North Gate is underway. SRDP is continuing to work with UDOT on the 1800 North interchange project design and on utility realignment challenges.

EXECUTIVE DIRECTOR UPDATE

  • Discussion about opportunities with UDOT who has approached Weber and Davis counties regarding obtaining the 3-gate trail; MIDA has $3 million in budget from federal grant to build a portion of the trail.
  • The first building of the Pioche apartments is coming online this month – EX Utah wants to do short-term rentals. Executive Director Morris made a temporary administrative decision through June that the Pioche units are similar to hotel use and can be short-term rented; transient room tax will go to Wasatch County. The administrative decision creates more time to work through long-term uses with the MRF DRC.

CFO UPDATE

  • Discussion about annual audit and accounting software implementation. Displayed new interactive map in development and to depict real-time development in the MRF project area; MIDA is working in partnership with Wasatch County to obtain data and map design. Both Executive Director Morris and President Adams emphasized the importance of using such reporting to help MIDA and partners stay vigilant to economic conditions. It was recognized that as planned, infrastructure is being prioritized in the MRF project area in these early years, with critical mass coming within three-five years.
