Military Installation Development Authority (MIDA) Board Meeting Highlights

EX Utah Development representatives update Wasatch County Council members on Mayflower Mountain Resort progress during a site tour earlier this winter.

Military Recreation Facility (MRF) Project Area - Ex Utah Development Update

  • With more than 13 feet of precipitation late December – January, the 2021-22 ski season has managed to persevere (the Provo-Utah Lake Jordanelle River’s annual water supply to date exceeds 82 percent ) all while allowing Mayflower Mountain Resort infrastructure to make very good progress. The water storage system (with pump station construction) is 95 percent complete, and water tanks 1 and 2 are complete at 1.2 million and 650,000 gallons, respectively.
  • The first phase of voluntary clean-up and remediation work is complete and cap in place.
  • Lift lines, mountain access roads have been or are being cut in.
  • The Military Welfare and Recreation (MWR) hotel construction is making substantial progress with soil stabilization complete, and footings and foundation 60 percent complete; construction completion remains on track for June of 2024. 
  • Marcella Estate and Pioche Estate lots sales and civil improvements well under way.
  • The 402-unit Pioche Apartments, regional rental market opportunities, including workforce housing, will be open Fall of 2022.
  • Ski beach design under way. By fall, building design review process will commence.

Military Recreation Facility (MRF) Project Area - SkyRidge Update

  • Phase 1 subdivisions started in 2018 and are sold out at 180 lots. Homes are under construction.
  • Phase 2 subdivisions are under construction with 72 lots; 49 sold.
  • Total lots sold = 229.
  • Seven Certificates of Occupancy; 31 homes under construction; the average sales price is 37 percent ahead of PID bond forecast.
  • Public Improvement District (PID) facilities update: Golf Academy site plan has been submitted to Wasatch County. Expect to award construction contract in the near future. Expect to be under construction this year; soft opening next year. Equestrian Center: Site plan under review by Wasatch County. Morton Buildings has been awarded the construction contract. Trails construction underway, including bike-only, pedestrian-only and equestrian-only. Final site plan for Lodge to be submitted to Wasatch County in the next 60 days.

Falcon Hill Project Area Update

  • 5600 South Interchange planning with UDOT ongoing; 1800 North/I-15 Interchange planning with UDOT ongoing. RIC campus on track for August completion.

Board Action

  • Unanimous approval of Resolution 2022-04. A Resolution of the Military Installation Development Authority approving a ground lease agreement between MIDA and BLX Warehouse LLC for the lease of Lot 20 (Air Force parcel at 1.74 acres) in the Military Recreation Project Area.
    • Warehouse background: Temporary use for MWR hotel room mock-ups during hotel construction; Air Force to receive $30,000 lease revenue over the next five years. Ultimately, the warehouse will be donated to MIDA for PID use (snow removal equipment storage, etc.)

Executive Director Update

  • Legislative update: For 1800 North Gate road, utility work at Falcon Hill, Legislature approved an additional $1 million toward $28 million that is in the bank. For the museum addition to house Air Force planes at Falcon Hill, Legislature approved an additional $3 million toward $12 million previously allocated and another $3 million raised by private donations.
  • U.S. Congress allocated $3 million toward the UP trail project to Ogden. The State Legislature shifted the Right-of-Way acquisition efforts from MIDA to UDOT.
  • Reviewed technical aspects of MIDA bill adjustments.

CFO Update

  • Fiscal Year financial highlights for Q2 YTD (December 31, 2021):
    • Grant funds and bonds proceeds are in place for major infrastructure projects under way;
    • Unassigned fund balance has grown by $3.6 million to $8.5 million since July 1, 2021. The increase is mostly the result of one-time revenues. Unrestricted funds are available to fund MIDA administrative costs and reserves;
    • General government expenditures under budget at $1.2 million of $2.7 million. 
  • Fiscal Year 2022 Project Area Highlight for Q3 YTD include:
    • An additional 50 homes in the MRF project area were issued certificates of occupancy (78 total) for the 2022 tax year; property tax allocation funds will be available in the next fiscal year.

Public Comment

  • Michael Kosakowski: With Pioche Apartments construction completion nearing and residents occupying, would like to understand the timing of the North Frontage Road opening.
  • Update provided by EX Utah: Efforts proceed with the design and engineering of the frontage road. MIDA, Wasatch County and UDOT continue to work in partnership with Kimley-Horn. Design for frontage road and North Portal underpass were submitted to UDOT for review in March.
