Strengthening Utah’s aerospace economy through mission-driven innovation.

  • The Falcon Hill Aerospace Research Park stands as the centerpiece of the Falcon Hill Project Area established in 2008. Through the Enhanced Use Lease (EUL) program at Hill Air Force Base, MIDA helps transform underutilized federal land into thriving centers of innovation and economic opportunity. This approach not only strengthens military readiness and quality of life but also allows local property tax revenues generated within the project boundaries to flow back into the very communities that support them.

    The EUL encompasses approximately 525 acres across Davis and Weber counties, touching the cities of Clearfield, Riverdale, Roy, and Sunset. In 2009, MIDA partnered with the U.S. Air Force and Sunset Ridge Development Partners—a joint venture between Woodbury Corporation and Hunt Companies—to launch one of the largest commercial EUL projects in the Department of Defense. Together, the partners have advanced economic development, delivered major infrastructure improvements, and coordinated essential municipal services through a combination of public-private and intergovernmental collaborations.

    The Roy Innovation Center is home to Northrop Grumman’s Sentinel Program driving workforce growth, supporting critical defense operations, and setting the standard for public-private partnerships nationwide.

    • 2024-2025 Participate in the IGSA program on base and with our community partners

    • 2025-2026 Facilitate the 1200 series replacement buildings

    • 2026-2027 Complete 3–Gate Trail improvements in concert with our state and local partners

    • 2026-2030 Complete all major infrastructure projects including 1800 North, North Gate and water infrastructure upgrades

    • 2025-2030 Work with our partners to continue to build out of the master plan to include flex office, retail establishments (including food offerings), and other commercial establishments

  • With tremendous success at Hill AFB, one of the largest and most important Air Force bases in the country, MIDA is facilitating economic development, infrastructure installation and the provision of municipal services across multiple jurisdictions adjacent to the base with private-public and public-public partnerships. A critical example is Hill AFB’s Roy Innovation Center, home to the vital development of the Sentinel nuclear defense program for U.S. defense infrastructure and led by Northrop Grumman Corp. Hill is also home to the Ogden Air Logistics Complex that provides worldwide engineering and logistics management for a wide array of aircraft and munitions; the 388th and 419th Fighter Wings; and ensuring that aircraft like the F-35 Lightning II remain mission-ready. Supporting Hill AFB means supporting nearly 70,000 jobs and a significant portion of Utah's economy, with the base contributing nearly $13 billion annually.

    Today, the Falcon Hill Project Area features more than 1 million square feet of commercial space, housing leading aerospace and defense companies. Within Hill AFB itself, more than 100,000 square feet of new facilities have been constructed, directly supporting mission operations and the Air Force’s long-term goals.

    During fiscal year 2025, MIDA generated approximately $8.9 million in total revenues within the Falcon Hill Project Area, including $2.6 million from service charges, $3.7 million in property tax allocations, and $2.6 million from state capital grants. These resources supported continued investment in infrastructure, development, and mission-driven projects that strengthen both Hill Air Force Base and the surrounding communities. MIDA’s strong partnerships with local municipalities, the State of Utah, and private developers continue to demonstrate how collaborative public-private efforts can advance national defense priorities while promoting local economic growth and long-term prosperity.
