- Unanimous approval of Resolution 2023-02, Approving the Final Project Area Plan – Part 7 for the Military Recreation Facility Project Area
- Unanimous approval of Resolution 2023-03, Creating the Jordanelle Marina Recreation Area Public Infrastructure District in the Military Recreation Facility Project Area
The Military Installation Development Authority (MIDA) and Wasatch County entered into revised and restated West Side and East Side Interlocal Cooperation Agreements setting the table for community housing units with a priority for military veterans, new recreational facilities and environmental cleanup.
The interlocal agreements are an exhibit to the Extell East Development Agreement.
MIDA and Wasatch County have created a separate governmental entity: Jordanelle Marina Recreation Area Public Infrastructure District (JMARA.)
- JMARA will take title to the three tailing ponds (about 40 acres) on the Marina West property from Stichting Mayflower pursuant to a Donation Agreement. JMARA will be controlled and owned by MIDA and, when developed, it would be a part of the County’s operational portfolio.

- A revised Master Plan for the Marina West and LON properties has been reviewed by the Wasatch County Council and agreed to by MIDA. In addition, MIDA, once the interlocal agreements are executed, will subdivide the parcel via an administrative action into transferable parcels but not for development. For development, further subdivision approvals would be required by MIDA and the MIDA DRC. This action is identical to the action taken by MIDA to enact the MIDA Master Development Plat.
“This is a great opportunity to build attainable housing that prioritizes housing our military, as well as capping tailings ponds for recreational use,” says MIDA Executive Director Paul Morris.
EX Utah Development recognizes the importance of creating and maintaining a reasonable inventory of inclusionary and workforce housing units within or adjacent to the Mayflower Resort being developed by EX Utah Development and its affiliates. EX Development is acquiring certain property including the Marina West Property and the LON Property. While no program could meet all needs, EX Development is committed to providing a reasonable amount of attainable housing in the form of both for-rent and for-sale product proximate in connection with the Resort and the development of the East of 40 Land. This commitment now includes the planned construction of a moderate income/workforce housing project (the “MW Moderate Income/Workforce Housing Community”) to be located on a portion of the Marina West Property (see Exhibit A above.) Marina West is located on the east side of Highway 40 and is physically connected to the Resort’s village core vis-à-vis the newly constructed portal under Highway 40. In fact, the site for the MW Moderate Income/Workforce Housing Community is within easy walking distance from the Resort’s village core.
PRESENTATION – Military Recreation Facility (MRF) Project Area
EX Utah’s Kurt Krieg began his development update with an acknowledgement of the tremendous snow year and the snowfall’s importance to the watershed, but also its challenges to the construction timeline. That said, construction of the MWR Conference Hotel (above), resort development and the cutting of ski runs (below) are moving along well:
- Subcontractors are averaging pouring more than 800 yards of concrete weekly; they are currently on the fifth floor above ground, which is the 8th Will start pouring the 9th floor next week.
- Residential condo sales continue with 18 residences under contract.
- Warehouse: Mock-up hotel rooms and condos have been erected to depict brand standards and construction expectations.
